Why
Widespread dissatisfaction with democratic representation and growing distrust in traditional forms of governance have led many to consider undemocratic alternatives. The rise of populist parties, anti-system movements, demagogues, and polarization threatens the common good. Democracy is at a crossroads. But there is hope.
Democracy is at a crossroads. But there is hope.
Dreamocracy believes in the power of creativity to transform politics. We empower people and communities to envision a better future and craft innovative solutions to get there. This is why Dreamocracy exists.
This is why Dreamocracy exists.
Goals
To revive democracy, Dreamocracy aims to:
-
Ignite aspirations
We place dreams and aspirations at the core of teams and communities by equipping the public, private, and non-profit sectors with the skills to design inspiring visions and plan for the future.
-
Forge collaborative dialogues
We build creative and equitable dialogues and processes for public administrations, stakeholders and citizens by empowering a diverse array of actors to constructively shape public policy and administration.
-
Innovate public solutions and decision-making processes
We foster the development of creative solutions to urgent public challenges such as governance crises, climate change, social inequality, and biodiversity loss and to invent the governance mechanisms required to speed up organizations’ transition towards more sustainable models.
Our theory of change
A consultancy and a non-profit charity
-
Dreamocracy
Dreamocracy is a consultancy that fosters collective creativity. Our unique experience is at the intersection of collective intelligence and creativity, policy making and public affairs.
-
Smarter Together
Smart Together is a non-profit charity and one of Dreamocracy’s main projects. It is dedicated to the study, development and experimentation of democratic innovations and collective movements with a network of collective intelligence from around the world. We contribute through large-scale experiments, training sessions and webinars, and do so whenever possible pro-bono.
We are
-
Impatient enthusiasts
We can’t wait for a deep and lasting transition to a fair and sustainable society.
-
Inclusive zealots
For ourselves, our clients, and society, our working assumption is that groups thrive when they realize everyone has something important to contribute.
-
Joyful perfectionists
We try to infuse joy and humor into our work, even when it’s hard. Quality of work is paramount, but pardon our (occasionally bad) jokes.
-
Innovation geeks
We continually explore new ways and learn new skills to achieve results. We favor deep work over unnecessary meetings.

Who we work for
Our experts have from 1 to 30 years experience each, in the public and private sectors, at senior and street level. What unites us and what makes us stand out is that our key areas of competence revolve for each one of us around policy making and collective creativity.
We are strictly non-partisan.
We work for public authorities, NGOs, trade unions, political parties, citizen movements, think tanks, and corporations.
In fact, we work for any type of actor genuinely seeking to address public challenges by:
- Pursuing fairness, peace, welfare, freedom, and sustainability, aligning with the Sustainable Development Goals and the Universal Declaration of Human Rights.
- Supporting development that respects our planet’s limits. We refuse to encourage the use of fossil fuels and other forms of environmental degradation.
- Cultivating collective intelligence and political creativity with ambition and rigor. We understand the need for political communication and marketing to get things done. However, we work with groups that are committed to fostering genuine dialogue and to treating outside inputs meaningfully.

Testimonials
-
“Stephen Boucher has led a large number of training sessions and workshops for public officials from Guinea to Dubai, from Palestine to Ukraine, on topics such as political communications, creativity in government, and polarity thinking. His way of training is always highly appreciated.”

“Dreamocracy has been a source of inspiration, wise advice and fun, dynamic partner ever since the idea of Madagascar's first think tank emerged in early 2018. They have trained us in creativity and collective intelligence methods and helped us think through our advocacy strategies to become more influential.”

My participation in Dreamocracy’s Masterclass on ‘Creativity skills and polarity management for climate activists’ in October 2023 provided the right kind of inspiration at the right time. I went on to organise a polarity mapping exercise for the field of carbon dioxide removals to help design the C02olDown project which brought a diverse set of stakeholders together to co-create a common EU policy vision.
